On Wednesday 15th April 2026, a delegation of the Gauteng Provincial Legislature (GPL) conducted a Study Visit to the National Assembly of Seychelles. The delegation comprised of Members of the GPL Co-operative Governance and Traditional Affairs Committee (CoGTA), led by Chairperson Hon. Mzikayifane Khumalo. The CoGTA’s mandate is ensuring effective service delivery and traditional affairs governance within its designated province, and addressing issues related to traditional affairs and institutions, the appointment of traditional leaders, and the management of traditional resources.
A Courtesy Call was paid on the Deputy Speaker Hon. Egbert Aglae, in which the delegation had the opportunity to discuss the aims of their mission, as well as the programme ahead. The Deputy Speaker opened the meeting by remarking on the positive relations between South Africa and Seychelles, emphasizing that despite the difference in size and population there was still an opportunity for both countries to learn from one another. Chairperson Hon. Khumalo outlined the purpose of the visit to parliament, stating that the Committee was looking to enrich their understanding and performance in public service delivery and maintaining efficiency of operations.
Discussions centered on the role of the Legislature in maintaining effective service delivery, through partnerships and collaboration with the Executive through the District Administration. Hon. Aglae also gave the delegation an overview of the existing Committees of the National Assembly, their functions, and how they all contribute to meaningful oversight and representation. Courtesy Calls were also paid on the Leader of the Opposition Hon. Bernard Georges, and Leader of Government Business Hon. Sylvanne Lemiel respectively.
The highlight of the working visit was an interactive session with the Committee on Government Assurances (COGA), led by Chairperson Hon. Philip Monthy. The benchmarking discussions outlined the roles and responsibilities of both Committees, and explored ways in which their respective oversight processes could complement and strengthen one another. The engagement provided a valuable platform for the exchange of best practices, reinforcing the importance of inter-parliamentary cooperation in enhancing governance, accountability, and effective service delivery.
