Article 84 (A) of the Constitution makes provision for the election of a Leader of Government Business from amongst the Members of the Assembly. Only Members of the National Assembly who are Members of the majority political party may vote for the LGB. 

It follows that only Members of the Assembly on the government benches vote in the election of the Leader of Government Business. The Leader of Government Business puts government business forward for debate and steers it through the House.

The current Leader of Government Business is Hon. Sylvanne Lemiel, who is also the Elected Member for the District of Anse Royale.

 

Biography of the Honourable Leader of Government Business

The Honourable Member Mrs. Sylvanne Lydie Lemiel, née Balette, was born on the 3rd of August 1972 and raised in Anse Aux Pins. She moved to Pointe Au Sel, Au Cap, in 1992 where she now resides with her husband and her son.

Hon. Lemiel was enrolled in the National Youth Service for two years, following which she pursued further studies at the Seychelles Polytechnic School of Business Studies to gain a Certificate in Secretarial Studies. Her career then began at the Long Island Prison, where she occupied a variety of secretarial positions. In 1998, she moved to the Anse Royale District Administration where she worked her way up the ranks and eventually held the post of District Administrator for 8 years. During her tenure, the Anse Royale District was awarded Best Overall District in 2009, recognised for its prudent budgeting, successful community life programmes, and effective leadership. She was appointed the Director General for Community Programmes within the Local Government Secretariat in 2013. In 2015, Hon. Lemiel was appointed the Director General for Administration, Human Resources and Budget Management at State House.

In 2016, she was approached by then-President James Michel to consider her candidature in the National Assembly for the Anse Royale District under the Seychelles People’s Progressive Front (SPPF), of which she was successful. Hon. Lemiel was then successfully re-elected in the 2020 election, for the Anse Royale District under the United Seychelles Party. During the 7th Assembly, Hon. Lemiel was a Member of the Women’s Parliamentary Caucus (WPC), Chairperson of the Committee on Government Assurances (COGA), and Member of the Pan-African Parliament (PAP). Through PAP, she participated in the Women’s Caucus, Youth Caucus, and was a Member of the Gender, Family, Youth & People Living with Disabilities Committee.

Hon. Lemiel was sworn in as a Member of the 8th Assembly on Tuesday 28th of October 2025, for her third parliamentary mandate.
