On the afternoon of Friday 20th February 2026, the National Assembly hosted a seminar for Members on the National Assembly Administration Bill. The National Assembly Administration Bill seeks to strengthen the institutional framework of the National Assembly by formalising its administrative and financial autonomy. The current version of the Bill is an amalgamation of the word done on two previous versions of the Bill which seeks to establish the autonomy of the National Assembly as the legislative arm of government.

The seminar was led by the Speaker of the National Assembly Hon. Azarel Ernesta, who was supported by the Deputy Speaker Hon. Egbert Aglae, the Leader of the Opposition Hon. Bernard Georges, the Leader of Government Business Hon. Sylvanne Lemiel, and the Legal and Research Advisor Mrs. Catherine Ombima. Present at the seminar were Hon’ble Members, the Clerk and Deputy Clerk as well as staff members of the Management Committee and Research Division.

The seminar began with a presentation during which Mrs. Ombima provided a comprehensive overview of the Bill’s aims, objectives, and key provisions. Following the presentation, Members engaged in an interactive discussion to clarify provisions of the Bill and its practical implications for strengthening governance, enhancing legislative support structures, and ensuring improved transparency and efficiency within the institution. Participants also exchanged views on proposed revisions aimed at modernising administrative frameworks and aligning them with international parliamentary best practice.
