A people’s person, humble, down to earth, a good listener, someone who is easy to talk to once one gets to know her.

She is Sylvanne Lydie Lemiel (born Balette), the current elected member of the National Assembly (MNA) for the Anse Royale District.

Sylvanne was born on 3rd August 1972 and raised in Anse Aux Pins, Capucins. She then moved to Pointe Aux Sel in Au Cap District in 1992. She is married and has a 17 year old son. She comes from a family of four.

She went to Anse Aux Pins School and she was one of those students who enrolled in the National Youth Service (NYS) for two years from 1988 to 1989. The two years following that she took on a secretarial course at certificate level at the Seychelles Polytechnic School of Business Studies after which she started work as a secretary at the Long Island prison. She spent six years occupying different level of Secretarial positions.

In 1998 she moved to Anse Royale District Administration to take the post of Assistant Administrative Officer where she worked for almost 6 years.  She then transferred to the Local Government Secretariat in 2004 where she occupied the post of Administrative Officer before being offered the post of District Administrator a few months later.

As the District Administrator (DA) for Anse Royale, she stayed in that post for eight years.

During her tenure in office as DA, the Anse Royale district made success whereby they came out as Best Overall District in 2009. Anse Royale was recognised for the special effort it made in managing its budget, for its leadership, for its community life programmes, to name a few of those achievements.

In April 2013, she was promoted as Director General for community life programme and special events department within the Ministry of Community Development.

In July 2015, she assumed the position of Director General for Administration, Human Resource and Budget Management in State House until she was asked by the ‘Parti Lepep’ President at that time, President James Michel, to stand as a candidate for the National Assembly election in 2016.  

During her time of employment in different positions, she has attended several local and overseas training, workshops and seminars.

In 2011 she followed a 2 year diploma course in District Administration from the Guy Morel Institute which was under the University of Seychelles whereby she was graduated as best overall student from her cohort. In October 2015 she started a Master’s Degree Course in Public Administration course with The Eastern and Southern African Management Institute (ESAMI), the Guy Morel Institute and the University of Seychelles but unfortunately due to her full commitment to participate in the 2016 National Assembly elections she had to defer.

In future, she plans to continue with her Master’s in Public Administration.

Sylvanne was a member of the Women’s Caucus and Committee of Government Assurance (COGA) in the National Assembly from October 2016 to August 2020 after the dissolution of the 6th National Assembly.

She was also a member of the Pan African Parliament (PAP).  In PAP she was on the Women’s Caucus, Youth Caucus and a member of the gender, family, youth and people with Disability Committee.

Sylvanne has been re-elected as MNA for Anse Royale District.  This is her 2nd mandate.
