The Honourable Member Mrs. Cecile Larsen, née Hoarau, was born on the 1st of September 1977, and has been a resident of Pointe Au Sel her whole life. Her education began in Pointe Au Sel as a young girl, moving to Anse Royale in her later years, and finally enrolling in the National Youth Service (NYS).
After completing the NYS Program, Hon. Larsen attended the Seychelles Polytechnic where she achieved a Diploma in Business Studies and Accounting. She later returned to sit for her Association of Accounting Technicians (AAT) Degree, and completed an international course online obtaining an International Diploma Level 5 in Accounting and Finance in Business and Management from Cambridge International College.
Her career has spanned several years within Accounting and Financial Services, beginning as an Accounts Technician and climbing the ranks through different organisations such as the, Seychelles Industrial Development Corporation (SIDEC), Department of Foreign Affairs, and the Seychelles Public Transport Corporation (SPTC). Her most recent role was as the Head of the Finance Unit of the Guy Morel Institute, where she covered a wide range of accounting duties as Finance Manager.
Hon. Larsen's political career took shape at the young age of 14, where she followed the impassioned footsteps of her mother - a dedicated SPUP supporter and activist. This influence led to her taking up the same role of activism and community work. Her first official role was as District Youth Committee Treasurer in 2007, moving upwards to District Community Council Member in 2009, and finally continuing her political advocacy as a District Mobiliser between 2009 and 2017. Hon. Larsen remarked on the time she has spent within such grassroots political movements and wishes to continue the passion her mother fostered in her to create positive national changes. During the 7th Assembly, Hon. Larsen was a Member of the Women’s Parliamentary Caucus (WPC), and the International Affairs Committee (IAC).
Hon. Larsen was sworn in as a Member of the 8th Assembly on Tuesday 28th of October 2025, for her second parliamentary mandate.
