THIS WEEK IN THE NATIONAL ASSEMBLY

The National Assembly resumes business this Tuesday

The National Assembly will resume business on Tuesday 21st May, 2013.

The Minister for Finance, Trade & Investment, Mr. Pierre Laporte will be present at the first sitting of the second term to answer ten questions concerning his Ministry.

The Minister for Labour & Human Resources Development, Ms. Idith Alexander will also be present at the Sitting alongside Minister Pierre Laporte to answer an urgent question by the Leader of Government Business, Hon. Marie-Antoinette Rose.  The question will focus on what the Government is doing, in collaboration with the private sector, to remedy the situation whereby local pick-up drivers have raised concerns regarding employment opportunities in relation to those of foreign pick-up drivers.

The Assembly will also consider two Motions.

The first Motion will be tabled by Hon. Wilby Lucas, Member for Baie Lazare calling on the Government to establish a more effective system which will permit the Office of the Registrar General to deliver a better service through modern technology and within a reasonable time frame.

The second Motion will be tabled by Hon. Begitta Jeannevol, Member for Mont Fleuri requesting the authorities to review laws governing small businesses to allow those who are interested in launching small businesses to be able to do so.

THE FINANCE AND PUBLIC ACCOUNTS COMMITTEE ATTENDS THE SADCOPAC AND EAAPAC GOVERNING COUNCIL MEETING AND JOINT ACCOUNTABILITY CONFERENCE IN KAMPALA, UGANDA

A delegation from the Finance and Public Accounts Committee (FPAC) of National Assembly of Seychelles attended the ‘Governing Council Meeting and Joint Accountability Conference organized by the Southern Africa Development Community Organization for Public Accounts Committee (SADCOPAC) and the Eastern Africa Association of Public Accounts Committees (EAAPAC)’ held from the 4th to the 8th May, 2013 in Kampala, Uganda. The conference was organized in collaboration with the World Bank Institute and the German Development Service – GIZ, as one of the SADCOPAC and EAAPAC activities being part of the four-year programme agreed upon with GIZ and the World Bank Institute.

The aim of the conference was to empower the Members of the Committee on how to effectively carry out their function of oversight over public sector finances as well as promoting good governance in the region.

This conference allowed the 16 member countries, that is, Tanzania, Zambia, South Sudan, Kenya, Uganda, Zimbabwe, Malawi, Namibia and South Africa to name a few, to share the experiences and performance of the Public Account Committees in their respective countries. It further allowed these countries to set up a network community amongst themselves in order to learn valuable aspects of each of the committees.

The key topics highlighted at the conference were related to procurement oversight, performance audits by the Auditor General, production of the Public Accounts Committee reports and enforcement mechanisms of committee recommendations.

The Seychelles delegation was headed by the Chairperson of the Committee, Hon. David Pierre who was accompanied by Hon. Marc Volcere, a Member of the Committee and Ms. Angelic Appoo, the Advisor/Secretary to the Committee.
