PARLIAMENTARIANS DISCUSS PROGRAM PERFORMANCE BASED BUDGETING

A group of Members from the National Assembly attended a Program Performance Based Budgeting (PPBB) working session on Thursday 30th April. This was organized conjointly by the World Bank and Ministry of Finance and took place at National House.

During the session, representatives from the Ministry of Education gave a detailed presentation on the Ministry’s 2015 PPBB statement and explained the numerous adjustments which had to be made during the transition to a new budget process. It is noteworthy that the Ministry is currently in the pilot phase of PPBB implementation.

Participants then reviewed the Ministry’s PPBB Statement and learnt the required techniques for the analysis and scrutiny of the latter. Members had the opportunity to enquire about the various forecasting mechanisms and performance indicators used in the budget process.

It was concluded that capacity building remains a priority for staff working in different Ministries and Government departments, including those at the Ministry of Finance. Members in attendance agreed that it was altogether a productive session. They felt very positive about the transition to PPBB and emphasized that the latter would improve efficiency in the expenditure of public funds.
